Design And Implementation Of A Web-Based Job Recruitment Portal

CHAPTER ONE

Introduction

1.1 Background of the Study

In recent years, the rapid growth of the internet and digital technologies has transformed the landscape of job search and recruitment globally. By designing and implementing a web-based recruitment portal, organizations can align with the digital transformation of the workplace.

Online activities have increasingly replaced traditional in-person transactions, including job search and hiring processes. This shift is driven by the ubiquity of the internet which provides a global network for the exchange of information and the facilitation of such activities.

Recruitment management system is a system that processes the application of applicants so as to determine eligible candidates for employment. Recruitment of employees can be referred to as forming a core part of the central activities underlying Human Resource Management; including the acquisition, development and reward for workers.

Recruitment is the process of finding and hiring the best-qualified candidate (from within or outside the organization) for a job opening, in a timely and cost-effective manner.” Requirement for finding and hiring of competent employee seeking for job. (SHRM Foundation, 2017).

Chung and Kim (2022) suggested that “Web Portal have emerged as a crucial platform for job search and recruitment.” The portal offers not only standard search engine features but also additional services, such as email, news, stock price, advertisement, databases, and entertainment. Portal can help job seekers to connect more effectively, streamline the recruitment processes, and leverage the globe.

The Ebonyi State Civil Service Commission plays a vital role in the recruitment exercise and management of civil servants within the country’s public sector. Being the primary government agency responsible for hiring, selecting, and overseeing civil servants, the Civil Service Commission (CSC) recruitment practices having the significant impact on the quality, competence, and performance of the public workforce. Ebonyi State which is located in the south eastern region of Nigeria, is one of the 36 states in the country, and its civil service falls under the canopy of the Federal Civil Service Commission.

The effectiveness of the Ebonyi State Civil Service’s recruitment practices in Ebonyi Sate is of paramount importance, as it directly influences the state’s ability to arrest fraudulent activities, select, retain a competent, skilled and professional public sector workforce to drive the implementation of government policies and the deliveries of public service. Moreover, the researcher suggested that the Ebonyi State Civil Service recruitment processes in Ebonyi State may not be fully aligned with state’s specifications in developmental needs and competency requirement of civil service.

1.2 Statement of the Problem

The Ebonyi State Civil Service Commission chapter lack a computerised system which will advance them carryout the task of recruitment. The comprehensive flat file of the organization is in use and this can make the management and retrieval of information based on the recruitment difficult to manage. Manual system of recruitment and shortlisting employees is very costly and also time consumption, due to time wastage on sorting applicants’ resumes. This process is ever frustrating and waiting solutions in the process of recruitments selection.

1.3 Aim and Objectives of the Study

The aim of this project is to design and implement a web-base job recruitment portal which will contribute to the solving of academic research work with its subsidiary objectives and it will help the commission solve the current challenges faced in handling applications by providing a software system for managing the credentials of different applicants, making the application processes easier.

The objectives of these research study are

To design a database web application to manage civil service recruitment records using NoSQL database system.
To implement a system that can be used to process civil service recruitment application record.
To design an online Computer Base Test (CBT) examination interview for recruitment process.

1.4 Significant of the study

The significance of the study will aid in the easy management of Ebonyi State Civil Service Commission recruitment records. It will help the civil service commission to solve the current challenges facing the handling of applications by providing a software system for credentials of different applicants for easy finding and application processes. It reduces time and cost on recruitment processes

In addition, several scholars explained the significances of seeking on valuable information on recruitment:

According to Chung and Kim (2022) highlighted how web recruitment portal can present information from diverse sources in a unified way, improving the visibility and accessibility of job opportunities for job seekers. The online recruitment portal can create more employment opportunities for youths.
According to Zhao and Chen (2020) they denoted that web portals can provide a consistent look and feel, access control, and standardized procedures, making them adaptable for use in various organizations and sectors. Government can actually deploy and review the online recruitment portal to other sectors, and private individuals can also benefit on it.
According to Smith and Jones (2021) affirms that online activities is transforming the landscape of the workplace, and designing an online recruitment portal aligns with this digital transformation. Online activities have replaced traditional transactions, more so, job searching and processes, due to the advent of the internet.

1.5 Scope of the study

The scope of this study is focusing on the implementation of web base job recruitment portal of civil service recruitment system using Ebonyi State Civil Service Commission as case study. The technologies to be used are Visual Studio Code (VS code) editor as the primary development design tool and MongoDB, Node.js and Express.js for database integration. The project is to be limiting its deployment, as confined to a local server environment and facing various challenges in terms of access to resources and technical issues during development stage.
